Hi Alex. I have a bell-hinged as well. I've never had a problem such as this, but it sounds suspiciously like a fungal infection - nothing too serious, but aesthetic damage is usually permanent. Hinge-backs are more susceptible to this kind of infection in or near their hinge. You should probably look into getting some anti-fungal cream for it, and possibly(?) lower the humidity somewhat.
