Desert Tortise Permit?

Hello again,
I posted a question regarding obtaining whatever permit I need for my Dad's old Desert tortise but didn't see it listed so please forgive me if this reposting it.Could someone please help me with this?
I am unsure what permit I need for Pete. Dad obtained him before 1967.He was rescued from being squished by a line of tanks in the mojave by dad.Because there was mortar going off in the area Dad brought him home.Any help anyone can give me is greatly appreciated!
