You really should have some form of UVB because it is essential to the well being of the tort. If he is getting natural sunlight by being near a window, the glass filters out the UVB so he is really not getting any. Unless he is outside all day long he really should have a UVB bulb. I like the Active UV bulbs that do heat and UVB. For me, its one less bulb and fixture to use, heats nicely and takes up less space. Good luck.
