Um.. I think my tortoise ejaculated....help

I noticed my Russian was fanning himself (that's where they stick out their penis, yes?) and when he walked away, there was this white-marblish color liquid under him. Is this normal? Does he need a mate? Could it have been urates? It wasn't exactly very thick, but it was thicker than urine. Help!
