I always recommend getting a Bell's Hingeback Tortoise. They are fairly cheap, around $50-$60. They can be kept inside in a large tank, or kept on a porch or balcony in a baby pool if you don't have a yard for them to play in. They don't get very big. The biggest concern with them is keeping thier environment at the right temp and humidity. If you need any more info I have several care sheets I can send you and your friend.
