I don't think anyone mentioned hays and grasses yet, did they?
The cheapest way and a way similar to what they get in the wild is to feed grasses and weeds. Sometimes you can't do that, but seeds are a great investment - saves shopping at the grocery store. You can see typical seeds for sale at www.turtlestuff.com - you can also buy different seeds and make your own blend.
Orchard Grass Hay, Bermuda Grass Hay, and Timothy Hay are all good feeding items as well. Those can be bought at a feed store or online at www.oxbow.com
As sulcatas get larger it is very expensive to feed grocery greens exclusively.
