The white discharge, although not chalky is probably urates.
Normal and infact it shouldn't be chalky, but more of a gel kind of consistency.
Blood in the stools would suggest that a vet visit is in order, including a fecal test for parasites.
If it's a male, he could prehaps have cut his penis while fanning it.
If this is a sub adult/adult sulcata that has started penis fanning that is.
I would check the stools for the next couple of days, if you continue to see blood, I would have the tortoise see a vet asap.
