Not a good idea,
the reptarium will heat up way too high in our heat here.
Although made of a screen material it just doesn't have a good enough air flow.
Plus in a reptarium he won't actually be on grass or on the ground. So they'll be not chance to graze on grasses, weeds etc.
I have a young sulcata 4",that goes out daily.
But I live in an area of Arizona that's really devoid of native wildlife.
Supervised trips outdoors are probably best for now.
Then he'll need an enclosure, maybe something like Niki's enclosure (search the forum for her posts and photos of her set up).
