I have recently setup the outside enclosure for my juvenile red foot(Terpsy) and have included plants like: Rose of Sharon, Hostas, Zinnias, Impatiens, Clover, Dandelion, Coleus(sp?), and some unknown plants that came in a "savannah grazing mix" that came with some opuntia pads that I got in the mail.
You shouldn't run into any problems using dirt from your back yard, provided that what you said is true(no pesticides, fertilizers, etc.).
Sounds like you have a good plan, the baby pool idea works great, if you are burrying the baby pool you may want to cut a hole in the center for drainage.
What type of tortoise is it? I'm planning on setting up a baby pool setup for my hatchling red foots... you can see a picture of them on my previous post entitled "New Additions"
