Hingebacks are NOT a hibernating species.
I don't know how you tried to hibernate him, did you lower the temperatures, stop feeding him, please explain?
If he has been inactive and not eating for a while now, I suggest a vet visit including a fecal test for intestinal parasites.
Very important for hingeback tortoises. And should really be done when you first aquired the tortoise.
Does he have a soaking dish?
Very important for hingeback species who need constant access to water.
I would suggest a vet visit, including fecal test.
And a review of your husbandry.
Making sure that the temperatures are correct for the species, that water for soaking is always available.
