Can you put a little wooden gate in the middle of the 8' wooden wall? If that makes sense!
Otherwise I would suggest that the enclosure wall only needs to be around 2' high, as long as there is nothing near it that they can use to climb up and over.
Or you could put some flat blocks on the outside and inside of the wall (in the middle, not near a corner) that you could use to step up on and over.
But aren't high enough for the torts to use to do the same thing!
