I suspected that you might have been using rabbit pellets.
When I housed my leopard hatchlings on rabbit pellets, I had the same problem.
The eyes had the white around them and the little torts had all sorts of eye problems.
They had trouble opening their eyes and would constantly rub at them with their front legs.
I'm not sure if the carpeting is a good choice.(I've heard it can be abrasive to the feet).
But getting rid of the rabbit pellets definately was.
Hopefully somebody else can give you more info on which substrate to use.
My leopards were outdoor most days and during the night I had them on paper towels. Which was fine for overnight, but not as a general substrate.
