While sulcatas can tolerate hi and low temperatures they really need to be able to regulate. Niki mentioned that they live in deep burrows. Not only are the burrows deep but they are moist and humid. Now, what I suggest is digging a 25 foot burrow or longer (until you get close to the watertable) so you tortoise can properly self regulate. kidding here. What you can do is give it access to A/C but be sure it has the ability to get out. If it is chilled it will get sick. The other way to cool them is to give it a mud hole as was suggested by another poster. The mud on the tortoise retains moisture which evaporates and cools the tortoise in the process. (didn't give that much thought before but it's kind of neat)
One other thought, if you have bushes you can soak the bushes which will again provide a cool micro habitat.
And finally, a misting system can always be set up.
