Here is what I figured out after many years of battle and bites.
1st locate the mound, then circle the mound with AMDRO ( a fire ant poison)
Get a garbage can lid and cover and protect the fire ant nest, with the circle of the poison (of course) not bleeding over the circumference of the lid.
After 5 days they will be finished, and you wont have to worry about the torts getting at the poison or the ant bed, and u can still keep them in the pen.
This method works great because once you figure out that all the fire ants want is to A. Protect the queen, B. Keep the mound safe, then all you need to do is protect the mound from all that can harm it, so they have nothing better to do then offer the queen the poison:).
I know it kind of sounds like your siding with the enemy..lol..but I figured it out after many fights and my torts never get stung and from doing it this way my backyard is clean.
P.S. Clean the area under the garbage can after your victory.
