Salmonella is infectious by the fecal-oral route. Therefore the big turtle salmonella scare occured when turtles living in supercontaminated fishbowls were scooped up out of the filthy water by children's hands. The hands then made it into mouths and boom, pet turtles got a bad name. The best way to prevent it is to keep your tort pen nice and clean and wash hands before and after handling. There's a very good chance your torts aren't even carriers, but best to be safe. If you're really worried, you could have your vet do a fecal culture.
