Tortoise Making Laps

Hi! We just got a red-footed tortoise, about 10 years old. We're still learning about tortoises. We are building an outdoor pen for him and have him inside part of the day until it is finished. He seems to make laps around the room. He makes a path and stick to it strictly and can do 40 laps or so. It looks exhausting. Does anyone know why he is doing it? Is it normal?
