Maybe they were stolen.
It's a good idea not to let too many people know that you have tortoises, especially local kids, unfortunately.

Russians are good diggers, they could have dug down and covered themselves up. Mine would do that and had their night time burrows that they returned to each night.
So check by carefully digging up the enclosure a bit, probably in shady areas next to rocks/logs or plants.

Or they could maybe have climbed out, if the walls are low.

But if both of them are gone and there's no sign that they dug out/under the walls.
Then maybe they were stolen.

I hope you find them, I bet you're feeling terrible
