houston can be very dry for a very long time, if you are interested in box turtles, be ready to install sprinklers or a misting system. You also must provide constant clean water in a bin deep enough to sink fully and paddle around. Some tortoise types do not require a constant water source, just scheduled soaking times.
make sure your fencing is not see-through for tortoises or turtles. Both will stress and try to get through/over/under it if they can see out.
