Outdoor Tortoise in Houston? Help...

I was thinking about getting one or a pair of tortoises for my mom. We have a pretty big backyard and a small area of yard which is mostly sectioned off by the garage. I could fence this area off and have the animals back there. It would still be about 25ft+ X 16ft? Also there is a home made "flower winter house", read home made shack for plants in winter, LOL, thats about 7 X 5 ft? We live in Houston and it does get cold in the winter. Any tortoise that you know that can live outdoors here? I was thinking something medium size but not HUGE? In other words not something as big as an adult Sulcata.
