Hi I live in Avondale, just outside phoenix.
The tortoise should be alright as long as there is PLENTY of FULL shade.
Areas that are fully shaded and remain so for pretty much all of the day, so the sun never really hits them.
Even now, my sulcatas retreat to the shade at around 11am and stay there till at least 4pm.
Get to know your yard and make the enclosue in an area that gets early morning and late afternoon sun. But is shady during the hottest hours.
Of course in winter you might have to change the location to a sunnier area.
