Up the temperature in the warm /basking zone to the mid to high nineties.

Also some substrates can cause eye and nare problems.
Rabbit pellets are one of the worst substrates you could have in a tortoise enclosure.
They are too dusty and dehydrating to use as a substrate for tortoises.

I would almost bet that once you get rid of the Rabbit pellets, the runny nose will clear up.

So, lose the rabbit pellets and increase the basking temperature, not the whole overall temp though. They still need the gradient, a cooler side to retreat to.
Don't use any substrates that are musty/dusty and irritating to the eyes or nares.

If after making these changes the tortoise doesn't improve. Then a vet visit including a fecal test is in order.

The tortoises should have been quarantined of course. And a vet visit is always advised when you get a new tort.
