I don't believe tortoises have a hemipenis, that'd
be snakes. Sulcata males have a proportionally
large penis for their size, which can't be mistaken
for anything else (once you know it's huge and
blue/red which mushrooms at the end). Many will
"fan" it while soaking or getting into mud/water.
Some don't. Females don't but I've heard they
will "show" their cloaca, which would have to be
relatively smaller. No particular reason, just
because. Best indicator for tortoises that
size of whether they are male/female is whether
the plastron (bottom of shell) is concave (indented)
or not. This is still not an exact science though
but I will post some pics. of my sulcata which
is certainly a male.
