some torts, like redfoots, require high humidity all of the time, that's why an open air setup can be a bit difficult. Plants can help hold it in, and a humidifier and frequent mistings are needed too. The dry setup like in those pictures is pretty well suited for indoors, for an arid type tortoise (russians, greeks, etc.) because humidity indoors in most homes is very low (forced air heat).
That setup does look clean and easy to maintain for a dry species. Personally I think it's a tad boring, though, but being a boxie keeper I know my guys don't react well at all to flat open surroundings.
