am i overfeeding leopard?

i have a 4" leopard tortoise, i got him from a breeder
2 mos. ago who fed him lettuce and dog food so he's
fairly pyramided when i qcquired him. i now mostly feed him dandelion green, endives etc. high calcium to phosphorus ratio.he seems to be finishing everything i dish out so much so that i feed him about 1/2 to 3/4 cup in the morning and the same in the evening. i tried to skip meals but he moves around his enclosure looking for scraps. my question is even w/o the animal protein and with only recommended greens will he pyramid some more? i know the experts say keep him hungry but doesn't a wild leopard graze to his heart's
content? please explain very confused.
