Not for those species, they're not big grazers,although they will nibble on fresh grass on occasion, clover etc.
I've never heard of rehydrated hay being fed to torts. Fresh hay for grazers such as sulcatas, but not rehydrated hay.
Russians, hermanns and greeks feed primarily on plants/flowers.Greens and some veggies can be fed, such as carrot, squash etc.......
