It will depend on the species of tortoise.
Many aren't big grass eaters/grazers. Not only would they not eat the hay, but their system wont handle such a fibrous diet.
Even with grazers like sulcatas,(which ned fiber) I wouldn't feed Alphalfa pellets, too high in protein.
Infact I wouldn't feed rabbit type pellets at all. Hay is fine such as bermuda grass hay and orchard hay, for those species that will eat it. But I'd stay away from feeding the pellets.
What species were you thinking of getting?
