The little white worms are probably pin worms.
If you can actually see them the infestation is probably quite bad.

It must be treated by a vet.

That means a vet visit, fecal test and medication.
Could run around $65-$70 dollars, if the vet charges an exotic/reptile visit charge.
Around $30-$40 for the office visit/check up, $20 for the fecal and $10 for the medication.
Could be slightly more or maybe less, depends on the vet.

It must be treated, don't try over the counter dewormers.
The vet will probably prescribe the drug Panacur.
Ask the vet to administer it, instead of you taking it home and trying to give it to the tortoise.

The tort should then go back in around two weeks for a second dose.It could even take 3 doses to clear it up.
During this time make sure that the tortoises enclosure is kept spotless, so it doesn't reinfect itself.

If left untreated it can lead to serious health problems.
