His days should be at least 10-12 hours, I would think.
Chase in a tank or rubbermaid there isn't much to do.
Nowhere to roam or explore, and he doesn't need to go in search of food, it's delivered to him.

In outdoor enclosures tortoises will normaly come out in the morning to warm up, them search around for food. Maybe take a rest during the warmest hours, then come out again until the late afternoon.
Of course the larger the enclosure and more interesting it is, the more active the tort will probably be.

As you can tell I'm not a big supporter of torts in tanks/rubbermaids.
Or even small outdoor enclosures.
One of the reasons I'm rehoming my sulcatas, they deserve far more room.
I'd rather have a couple of small torts in a nice large enclosure.
Than a couple of big torts in an area too small for them.

If your torts eating and appears healthy, then he's probably just really bored.
