I have a 4.5" CB bell's hingeback (pictured above) that stays in a Vision that has 36"x28" of floor space (can't remember the model number.) I have a 25-40 watt incandescent bulb in the light shroud and an 18" fluorescent fixture that I attached to the inside ceiling. The biggest problem for me with the vision cage is putting in additional light. I drilled a hole in the ceiling to allow a cord through and then screwed the fixture in.
I use a mix of sand/dirt for a substrate, along with a layer of leaves and moss. There is a shallow clay dish for a water bowl.
I doubt that it will be large enough when the tortoise reaches its adult size of 6-8". For now it's pretty good because the completely enclosed space allows me to keep a nice even level of warmth and elevated humidity. And 7 sq ft of floor space isn't bad for a small tortoise.
