If you have a good herp vet somewhere near you, why don't you take them in for a check-up.
The tortoises could be suffering from a primary bactierial infecton, not a vitamin A deficiency.
So I'd have a vet check, to see if that might be the problem.
What substrate are you using, some substrates can be irritating to the eyes and nares?
I'm not suggesting this is the case but dirty water or substrate can also cause eye problems.
If the tortoise is on a good/varied diet, a variety of greens and a good variety of fruits with a small amount of animal protein once or twice a month. Then it shouldn't have a problem with vitamin deficiency.
Make sure that the temperatures are in the correct range, that it's fed a good diet. That the substrate isn't causing irritation etc.
But if the eyes remain puffy, I would recommend a vet visit.
A drop of cod liver oil (orally,just a drop) once a week can help.
You can also try adding a small amount of pellets to the diet.
Pretty bird tortoise pellets (the large size) for example, are fine added to the diet of red and yellowfoot torts.
The pellets contain vitamins and minerals.
But if the problem persists despite everything, then I'd get them to a vet.
