I don't know about the symptoms or the cause, but I do know what has a lot of vit. A because it's so critical for our parrots. You'll need to check which of these foods are okay for your torts too:
Dark, leafy greens (dandelion grns, mustard grns, etc), carrots, sweet potatoes (cooked), papaya, spirulina (small amount sprinkled on food)...etc. Tofu loves any or all of the above...of course she also tries to eat shoelaces. It seems to me I read that it was a vit E deficiency, but I'm not sure. Sorry for the wishy-washy info.
