I've always kept young ones on plain paper towels. It provides better traction than newspaper, is easy to clean, and easy to collect fecal samples off. I've used alfalfa pellets as well. They are fine as long as they don't get wet and mold. Most tortoises delight in plowing through the water dish so the pellets often get wet. I keep my older animals on cypress mulch when they are indoors, but I would be cautious about putting young ones in it due to splinters, etc.
