I think you need to answer ALL of Esthers questions.
You haven't given us any info to go on, other than he feels warm but is inactive.
None of us are vets, but with much more info we might be able to offer advise.
So please answer ALL of Esthers questions, one by one.
Also tell us what substrate he's housed on.
And if you're concerned, then you really need to find a vet.
Check out the web site below, there is one listing in Rhode Island. Call them and see if they can recommend a vet, if they can't see the tortoise themselves.
And if you have to drive an hour or so, then do it.
My torts vet is at least 45 minutes away.
