Help Sick Tortoise

We dont have a rep vet in RI so i need your help.
My baby sulcata is not active he has stayed in the same spot for around18 hours. He is warm so i dont think it is the heating. I have a flourescent light, basking light and UTH. He eats dandelions,grass,romaine lettuce. PLEASE HELP I DONT KNOW THE FATE OF THIS LITTLE GUY. tHANK PLEASE GIVE ANSWERS NOT JUST TELL ME TO TAKE TO VET
