Are you going to house it indoors or outdoors?
Do you live in a warm climate, cold climate, arid, humid?
Do you want a species that hibernates or not?
Small readily available (most of the following) and not too expensive species include:
Red foot (the largest of these 5), Russian, Greek, Hermanns, Ibera.
I would go to Google.com and do a search on each of these species, type in Red Foot tortoise etc.....
18" is quite big, so you could include leopard tortoise.
But I wouldn't recommend keeping an 18" tortoise indoors, year round.
If you're going to house it indoors then a Russian might be the best (not too expensive) choice.
