the wisdom has some truth behind it. Different animals communicate among their own species differently. For some turtles bobbing the head is a sign of acceptance to mate, for others it's a sign of aggression and means a fight is impending. Misinterpretting signals can lead to fights between the animals, possibly injuring or killing them, definately stressing them needlessly. Tortoises that get much larger than a dinner plate are powerful creatures as well, and can hurt each other. Some also flip over opponents.

And if you were to mix two species, you'd also want to be sure by doing multiple fecal exams and possibly a blood check from the vet to make sure niether was harboring any sort of pathogen that could harm the other.
