You might want to get a scale and weigh your tortoise. I have a postal scale that I use. You can get these at places like office supply stores. If your tortoise is gaining weight, you shouldn't need to worry. The more time your tortoise can spend outside the better. My tortoise has been growing slowly and is probably one of the smallest sulcata on this board for her age. She is almost 5 and is six inches and 2 pounds. At 2 years old when I first got my scale she weighed 9.5oz. If your tortoise is active, eating well you don't need to be concerned. If you feel that it has decreased in activity/eating you should seek a vets help. I have posted a pic I took of my tortoise Annie a couple of months ago enjoying her favorite treat.
