6" long leopard space requirements?

I am planning the consrtuction of an indoor enclosure
for a 5-6" long Leopard Tortoise. Does anyone have
suggestions as to the amount of room a tort with these
specs requires?

Regarding Substrates;

Also, I have read conflicting information about every
substrate used. I feel I need something which will be
unlikely to allow bacterial growth, allow for some
burrowing, and be inexpensive. I have considered a
sand and sterile dirt mixture with various slabs of
slate for variation. However, it seems like the dirt
would be likely to hold bacteria, especialy after
urine or feces contact it. I would appreaciate any
suggestions.
