Hi Thomas,

Sounds like you've about exhausted the possibilities other than a neurological problem which would be decidedly difficult to diagnose.

I'm assuming you haven't used injectable metronidazole/flagyl as that has been known to cause some rather unusual neuro problems in tortoises.

Do you have a large water bowl or other water area where your tortoise is kept? "Manhood" display often occurs when males are soaked so this might explain it.

Unless the penis remains prolapsed, I don't think I'd pursue this further. If it does remain prolapsed and the tissue is badly damaged or the penis remains permanently prolapsed ("priapism" if my aging vet school technical medical terminology/IRS addled brain remembers correctly), amputation is an alternative (assuming he isn't your prize breeding male for a project).
