I live in Illinois. I have never noticed my redfoot's eyes watery, and in the winter we have pretty low humidity. Like David says, spray/mist the plants, keep them watered, and I keep a shallow dish in my enclosure. Doing this seems to keep it inside the enclosure at about 60% in the winter. In the summer it's not as much of a problem because the air (inside and out) is more humid. Buy a hydrometer (humidity guage) if you want to know what your humidity is.
