Never, ever trust any dog near your totoises, ever.
Not your own dog, or anyone elses.
Make sure than any enclosure has walls high enough that a dog can't jump in.
Make absolutely sure that no stray dogs could possibly get into your yard, or the tortoise escape from the yard.
Dogs can't be trusted around tortoises, no matter if they are stray dogs, friends dogs, or your own dogs (no matter how well behaved or trained they may be).
It's pure instinct for dogs to go after totoises.
They might not for years show any interest, but then one day it happens.
And it happens over and over again, judging by the number of posts on just these forums alone, re; dogs attacking tortoises and turtles.
I'm really sorry for your loss, you must be devastated.
