Sounds good but you don't have to skip feeding every day if you are giving small appropriate-sized portions.
I would HIGHLY recommend building the wooden pen asap, or even use a large Rubbermaid tub in the meantime, glass tanks make it hard to set up a temperature gradient, as evidenced by your cool zone being as hot as 84F...your cool zone should be down around 73-75F. Might be too hot for the tortoise even now. Even if you are going to try a lower watt bulb, you should really just do a different enclosure instead, and then start futzing around with the temps in that. Rubbermaid tubs run pretty cheap, choice of colors is better than it used to be even.
Hatchlings shells harden up at about a year...until then, the shells are pliable and the bottom shells will have a tad of give to them for even a year or two...mine only got really hard at 2years of age.
I would recommend discontinuing the bananas and tomatoes, and feed more greens and grasses. The diet should be a graze diet mostly...
