The particular mix of phosphors used in the coating is what determines the range of UV emitted by the bulb. In "regular" fluorescent bulbs the phosphor coating converts virtually all of the UV into visible light. A different phosphor mix is used in bulbs (mercury vapour or fluorescent) that are designed for the purpose of emitting UV.
