Didn't get to your main question. When the tortoises are indoors I have found that good grass hay makes a good basis for the winter diet of grass eating species. I use store bought greens occasionally as a carrier for vitamins and calcium that won't stick to the hay. This high fiber diet is good for them and also makes it much easier to clean up. Have you considered a species of tortoise that hibernates so that indoor maintenance is not a concern in winter?
