Hi Sam,
Tortoises should be kept outdoors as much as possible, weather permitting. The benefits of natural sunlight and fresh grazing are very difficult to duplicate indoors. A heated tortoise house in an outdoor pen can greatly extend a tortoise's outdoor season, especially way down where you are. I am in northern Iowa and was able to keep my guys out for eight months this year - really warm fall. Make sure the species you get can handle the South's humidity. Many species of tortoise tolerate dry cool conditions but will get sick with excessive humidity.
