I would recommend that you reconsider a tortoise if it cannot spend a significant amount of the year outside living in natural sunlight. There really is a dramatic difference in the health of the animal and it's "coolness" as a pet suffers if it is less active and more costly in vet bills, etc.
If you can provide outdoor space, and still bring it in for winter, 4'x2' is not very large. The few species that might be able to make do with that for the winter are generally very expensive (Dwarf Egyptians, Spiders, Stars, etc.) And even these species would do better with more space.
A mud or musk turtle or similar small species of semi-aquatic/aquatic turtles might be a better bet, at least as far as cost and space issues are concerned, but that is a choice you'd have to make for yourself.

: I am new to tortoises and am looking for small tortoise recommendations. The tortoise would have an enclosure that is 4'x2'x2' and this would have to fit the bill both as a juvy and adult. I would build an outdoor pen for them so they would get outdoor light exposure but the majority of their time would be indoors. Any recommendations would be greatly appreciated.
: Also does anyone grow grass in their indoor enclosures? If so, can you recommend a lamp and wattage as well as the species of grass you are using.
