I would make a list of people who know that you have the tortoises.
Your friends, your childrens friends, have you had any landscapers , new pool service, or other trade people in the yard lately?
Then narrow things down and see if anybody suspicious comes to mind.
Call them and mention offhand that the tort was taken, even lie and say it has to have daily medication for a life threatening illness that has to be kept in check.(could make somebody have second thoughts on keeping it)
Then say that all you want is the tort returned, no questions asked.Make the conversation casual, a bit of an extreme measure, but it could get results.
I would also put up a sign offering a reward, you never know.
Don't put your address on the sign though, just your phone number.
