6'-6' is the absolute smallest recommended for one Russian tortoise.
I'd make it at least 8'-8' or even bigger.
The tortoise should have plenty of room to roam about , hiding places, digging areas etc.Sunny and shady areas.
So remember to add shade plants to the enclosure, as well as edible landscaping.Rocks and logs, places to explore.
