Hi,
the puffing of the neck/throat is simply their breathing, no worries.
They don't hear too well,they hear low frequency sounds better than high frequency.
And also vibrations, our sulcata stop eating and look about, when they hear (or feel the vibration of) us walking across the gravel in our back yard.
The sound of the trash mans truck also makes them pause and look up.
But they don't react at all if their backs are towards us and we call their names.
