Please be careful with vit A shots. My sulcata died from a vet overdose.
His skin peeled to the muscel and he suffered very badly.
Did ya get a fecal/urine check? What about x rays on lungs?
"The vet said she seemed fine, that the whistling was normal at this time of year "
Not true, it's a sign of repiratory problems, something can be lodged in throat,
or can even be a overload of parasites.
The weak limbs can be a sign of Hexamita. Is her urine smelly or bloody.
I would find a new herp vet myself.

Here's a trick I learned from a rehabber:
If you put your tort in water and she floats straight her lungs are ok.
If she tilts over to one side she has a repiratory problem in her lungs.
